CHILD CARE REFORM IS AN ADVANTAGE TO RWANDAN SOCIETY; GOVERNOR MURESHYANKWANO
During the meeting on child protection and child care reform known as “Tubarerere mu Muryango”, Honorable Governor Mureshyankwano, illustrated the advantages of having all children raised in families, a meeting that was held at Huye organized by National commission of children (NCC), which was represented by its Executive Secretary Madame Uwera Kanyamanza Claudine.
The meeting held this Thursday 26th of July, where parties, NCC and Local leaders agreed on strengthening mobilization to enhance this child care initiative which aims at having all children being raised in families rather those orphanages.
In her presentation, the Executive Secretary of NCC stated that, Rwanda, as a child sensitive country, believes that, even when all these institutional care are delivered by well-meaning care providers, they can never replace a family, because a family is a source of health, happiness, and confidence.
Participants elucidated some of the challenges faced by these initiatives, such as, hosting families don’t want to take children with disabilities, or they fear to register them in their families, fearing that other members or children of the families may not be able to receive them.
Here NCC and leaders agreed that, it is a problem of mindset, and they are the ones to track down all these issues and resolve them, by just reinforcing the mobilization to show them that children with disabilities are the same like other children, and registering them is an advantage to the families, in in order to avoid some problems that may be caused by that adoption.
After a panel discussion, Hon Governor expressed her gratitude, to NCC, for having thought of such meetings to be held in the whole county, because parents need to be given information about this new initiative.
In 2012, Rwanda had 33 orphanages built in 19 Districts which were hosting 3322 children, and among them 70% had parents, Southern Province had 8centres which were accommodating around 270children.
